GOALS AND OBJECTIVES 2002-2003

Vision Statement:

The Town of Hudson strives to grow and attain a population level that maintains its small town character yet provides services and amenities to improve its quality of life.

Purpose of the Goals and Objectives:

To support the vision for the community as established by the Board of Trustees. In addition, these multi-year Goals and Objectives serve as the basis for the policy direction of the Board of Trustees and the guide for operational, maintenance and budgeting activities.

The quality of life in our community is enhanced by the implementation of the following described goals and objectives:

A.  Financial Stability

Budgeting reserves and fund balances from revenue to be able to do necessary annual projects, provide services, fund long range projects, and build contingency funds for the unexpected expenses.

Provide reserves as required by Colorado Statute.

To operate within our financial means.

B.  Public Safety

Planning for and future implementation of a Police Department to provide traffic enforcement, emergency warning, neighborhood policing and overall community protection.

C.  Streets, Drainage and Transportation

Implement an annual drainage program tied to a long term drainage improvement program which resolves nuisance drainage problems within the neighborhoods and business districts.

Establish a standardized storm drainage criteria which sets the desired capacity of the storm drainage piping system in the town.

Update the Master Storm Drainage Plan for the town incorporating all previous studies and data collection. Use the revised Master Drainage Plan to establish a long term capital improvement program for drainage issues and to coordinate the short term nuisance solutions.

Continue the implementation an annual Dust Control Program to alleviate dust problems in the neighborhoods.

Complete asphalt paving and drainage improvements on local residential streets as much as we can and as soon as we can Maintain paved streets properly to optimize service life and reduce future costs.

Install better traffic channelization downtown to improve traffic safety.

Investigate the possible use of traffic calming devices and the use of drainage pans on Birch, Ash, Cedar and Dahlia Streets to control speeding.

Increase the use of speed limit signs in neighborhoods.

Determine methods and implement program to improve condition of the alleys.

D.  Business Involvement and Communication

Attract more commercial and retail business into the community.

Proactive business promotion including the support of area Chamber of Commerce and the promotion of businesses in the Town newsletter.

Develop a special feature for the Town newsletter listing all businesses.

Encourage citizens to keep sales tax revenue in Town.

Establish a Town promotional brochure.

Redesign the Town website to feature the quality of life in the Town and local amenities.

Investigate the possibility of a Community "Drop & Swap", flea market or garage sale event in the Park.

Work with local businesses downtown to improve the appearance of the business district:

Street and sidewalk sweeping
Signing
Parking and street striping
Trash barrels
Benches
Skateboard restrictions
Town cleanup day
Trees and other plantings

E.  Citizen Communication and Participation Town Events and Celebrations, Volunteerism

Change newsletter format to be more informative and set distribution to quarterly with up to four color print.

Update cable news content and frequency.

Create a calendar of town events for inclusion in the newsletter and the local paper.

Use the newsletter for min-surveys of community interests and needs.

A possible survey topic includes what type of community outreach is needed and would be effective; i.e. town barbeque and more neighborhood meetings.

Explore the community support for:

A holiday lighting ceremony
Home lighting contest
Decoration of the Town Hall
A Halloween Party with support of local business

Encourage citizens to become volunteers and be active in small projects for the benefit of the Town using the newsletter, local newspapers and direct communication.

F.  Utility Services, Quality and Supply

Improve the visual quality of the community by under grounding cable, electric and telephone cables within new development and throughout the existing town to the extent financially possible or through franchise renewals.

Prepare long range capital plans for town utility upgrades and renovation which will be reviewed annually with the budget.

Locate and explore various water supply alternatives to meet the existing and future demands of the system.

Review the benefit and costs of joining a regional wastewater facility as compared to town operated facilities.

Investigate trash collection service consolidation to reduce impacts to local streets.

Enhance the regular maintenance schedule of the main water supply line.

Take regular preventative maintenance measures on the existing water mains to improve the taste, odor, and appearance of the water including more frequent line flushing.

Continue the replacement program for old water lines, water meters and related equipment.

G.  Economic Development

Promote the growth of the Town revenue base with fiber optics network along Colorado Highway 52.

Increase economic activity through Greeley/Weld EDAP.

Investigate the use of incentives to attract new business.

Promote the location, access, transportation corridors and community to attract new business.

H.  Town Image, Appearance

Establish a Town identity:

Standardize lighting, street signing, and street-scapes.

Establish a new town logo representing the founding ( John M. Lapp,1887), history, future, community and small town atmosphere.

Explore the installation of a large town sign along I-76.

Improve the visual quality of the community by keeping the appearance of public properties clean, under-grounding cable, electric and telephone cables within new development and throughout the existing town to the extent financially possible or through franchise renewals.

Maintain a strong emphasis on code enforcement to improve residential neighborhood appearance with particular attention to litter, junk or abandoned vehicles and weeds.

I.  Regional or Intergovernmental Cooperation and Participation

Review existing Intergovernmental agreements for additional benefit to the town.

Explore additional opportunities for intergovernmental agreements to benefit the town including regional utilities.

Identify existing IGA's and inform residents of purpose.

J.  Fees and Charges

Establish a fee and charges schedule to uniformly and equitably recover town costs for general services rendered to the public.

Provide fee schedules that reflect a higher service cost to non- resident customers.

K.  Parks and Recreation

Prepare a long range Parks and recreation master plan which will detail the anticipated future parks and recreational needs, estimated costs and funding sources.

Maintain and upgrade facilities at the current community park.
